Release threads for upcoming addons?

Can I create release threads for upcoming SP addons even if they are not done yet?

I've got quite a bit I want to port over, however, I'm still waiting for SP to include some features before I can port them.

Certainly, you can do that. The first addon uploaded doesn't even work anymore, and it is still listed. Until we actually have an Addon Manager, creating a thread about it, then updating the thread once you have a release is perfectly fine.
