The es-python based side of the mod would require a rewrite to be compatible with source-python. I'm sure the web based side would still work.

Have you added the custom maps to the mapgroups section for arms race in the gamemodes_server.txt? You will see the example below in your gamemodes_serrver.txt. With the latest CS:GO update they fixed the issue with community servers allowing only 25 players to connect. It now allows only 32 players to connect regardless of what your maxplayers is set at.
