The es-python based side of the mod would require a rewrite to be compatible with source-python. I'm sure the web based side would still work.

I'm just guessing though as I've never used GlobalBan

Keep in mind that if you edit the gamemodes.txt the next CS:GO update will most likely overwrite that file. So keep a back up of it.

That's close. Look at my example below though. Notice how I added "Maps" to the bottom with an example for ar_blue_arena. Have you added the custom maps to the mapgroups section for arms race in the gamemodes_server.txt? You will see the example below in your gamemodes_serrver.txt. With the latest CS:GO update they fixed the issue with community servers allowing only 25 players to connect. It now allows only 32 players to connect regardless of what your maxplayers is set at. Does anyone know if this is going to be changed? I saw one server earlier with 47 players in it.... I'm...

I've ran CS:S servers for 6 years :)

The switch wasn't that hard, though I do find it annoying that they are changing their system up again. (Today's update)

I do find the current CS:GO layout a bit confusing more confusing then CS:S servers, but it's not that complicated.

I think that eventually it should include an admin system. I personally enjoy sourcemod because it does have a great admin system that allows you to easily integrate new commands from various plugins. Makes for a much cleaner look and feel in my opinion :)
